Wagner Consulting Group was founded by former USCIS EB-5 economists. In 2011, USCIS hired a team of economic and regulatory consultants from ICF International to modernize and facilitate the adjudication of EB-5 investment projects. Over the course of the contract, the ICF International team:
  • Designed and evolved components of the EB-5 project evaluation criteria. 
  • Authored over 1,000 analyses of EB-5 project business plans and economic impact reports. 
  • Trained EB-5 adjudicators and other USCIS staff.
  • Devised and recommended procedural and policy changes.
  • Developed a comprehensive transition plan for the future of the EB-5 program.

Highlights

Since 2014, Wagner Consulting Group has been providing economic consulting and EB-5 advisory services to regional centers, developers, attorneys, and immigrant investors. As of Q1 2019, our accomplishments include:
  • Prepared over 75 business plans and economic reports.
  • Obtained TEA designations in 26 states.
  • 100% approval rate for I-924 applications.
  • 100% approval rate for I-526 and I-829 petitions.

Scott Wagner

Mr. Wagner is the founder and principal economist of Wagner Consulting Group. He was a team leader and supervising economist during his tenure at USCIS. Prior, he held research and consultant positions at San Diego State University, San Francisco State University, and LECG Corporation.
